  CHPA Sanctioning. Is it a Fight Against the Residency Rule? 
 
Yes, the CHPA now sanctions local minor hockey associations in Canada. However, our decision to enter the sanctioning market had more to do with opportunity & growth than for political reasons. 
 
Yes, it is true that the CHPA dislikes the residency rule and has fought for its removal. 
We do feel hockey parents should be the decision makers on how they wish to spend their hockey dollars. But the real reasons for the CHPA's new approach has more to do with opportunity and competition than the hated residency rule. You see, Hockey Canada is the market leader in sanctioning hockey through-out Canada and has little to NO competition.
 
The CHPA with its hockey parent members see this as a good fit to offer an alternative to Hockey Canada's sanctioning. What we determined was that most local minor hockey associations did not want to (or could not) leave Hockey Canada because of several factors listed below.
 
Insurance
Obtaining insurance for non-contact hockey is not so easy, as many underwriters don't like high-risk sports and have pulled out of this market. If your local hockey program has body contact then expect much higher premiums. In most cases insurance companies would not consider small associations under 1000 players. This alone is one major reason we verily believe why local minor hockey associations are with Hockey Canada. 
 
Tournaments
Tournament selection could be reduced if you became an independent league and go on your own.
 
Ice Contracts
Most cities require your minor hockey association to be sanctioned or you will lose your ice allocation. So going independent would hurt your ice allocation.
 
Benefits of CHPA Sanctioning
Now the CHPA had to address these three key areas in order to build a foundation for it's sanctioning program. With CHPA sanctioning, local minor hockey associations will not lose ice allocations. In fact they may be able to pick up additional ice, depending on how we sanction the league. (A/AA/AAA/B/BB/Select/House, etc.) 
 
Tournaments are available in Canada & other countries, however the CHPA is working towards adding additional tournaments as we grow our member base.
 
The CHPA's National Insurance & Risk Prevention Plan should address the insurance challenges and help reduce the costs to local minor hockey associations.
 
CHPA Sanctioning, WOW!
Sanctioning with the CHPA allows your league to grow and provides freedom of choice and freedom of movement. With no residency restrictions, hockey players can now play hockey regardless of where they live or go to school. This will allow our member associations the opportunity to grow and the players a chance to play with friends.
 
But it doesn't stop there! The CHPA will provide medical kits to all teams and STOP! Patches for all jerseys or helmet stickers as mandated by our Risk Prevention Plan.
We also have a parent complaint process that offers quick action & results by offering mediation to our members.

CHPA Sanctioning. Is it a fight against the residency rule?
No. It's not a fight. It's a knock out blow that will make Hockey Canada look at their residency rule. If they fail to make changes, then CHPA sanctioned leagues like the Oshawa CYO will pull players from adjoining centers. Freedom of choice is a good thing and hockey without borders has a nice ring to it.
